Khaitan Southern area

We read in the newspapers a proposal by the honorable engineer, Alia Al-Farsi, the member of the municipal council, related to an area that she specified and described accurately, and it seems that she saw this area from the air, but we can say through her proposal that the available information to her or that was provided to her may not be accurate. She discussed relocating and allocating a new site for the uses and activities located in Al Dajeej's eastern area (south of Khaitan's southern suburb and north of the airport's Amiri Hall). In her proposal, Al-Farsi said, "The view from the air is not appropriate for Kuwait, and that area has been clearly misused, as large numbers of oil slicks, heavy trucks, machinery, and construction equipment are spread." The area has also been transformed into garages for repairing, changing oils, tires and storage in the open area, which is located below the air tracks for the landing of Kuwait's guests' planes. This uncivilized air scene for sure left negative impressions, in addition to distorting the general view of Kuwait International Airport. She continued with several suggestions, and I pointed my words at her: "Dear engineer, your words are sincere, but if we are talking about the same region, I would like to tell you that this region has stories and grievances." I don't know if you asked the executive branch about it or not! Let me share some of what Allah has bestowed upon me in terms of information about the upcoming municipal apparatus with you and the citizens. That area has a total space of 254,000 square meters and was owned by only seven owners; now there are 12 owners. That area was organized 40 years ago, and documents were issued for 49 plots ranging in size from 4384 sqm to 5764 sqm, which were allocated for building exhibitions as licensed for the existing Al Dajeej plots, but the municipality did not allow its owners to build until now under the pretext of a lack of services, so some owners used their properties as parking lots for their cars and vehicles. Others exploited it with a temporary license for the use of the American army after Kuwait's liberation and then rented it out under subcontracting until they were warned to remove it two years ago. As for the rest, who adhere to the law, they are subject to trespassers, including the owners of vehicles and buses. The matter is made worse by a gang known for trespassing on state property, some of whom are in prison while others are fleeing justice. I believe that if you ask the general manager, he can tell you what happened with a governmental entity that bequeathed 25,000 meters. The exploiters built a wall around it, divided it at lightning speed, and leased it to others. When that entity took action and filed complaints against them (and I know that you will be surprised by the municipality’s response to these complaints!  ), instead of the municipality carrying out the removal, it issued letters of violations against the authority and demanded that it remove it or take legal action against it, giving them a week as a warning period. Of course, the violations amounted to millions, and even if they were transferred to the judiciary, the occupiers would still be comfortable and say, "Let them complain to the courts and file lawsuits." Bouabdallah—may Allah protect him—knows very well how those encroachments were removed and who carried out that removal. My honorable sister, there was a project of annexation, sorting, and taking cuttings from some owners. Moreover, the municipal council issued a decision to increase the building percentage and height for plots whose area exceeds 50 thousand and more for plots whose area exceeds 100 thousand, within the building regulations in the region. For your information, the project was stopped by the Minister of Municipality at that time, Dr. Fadel Safar, after it was approved by the Municipal Council due to its legal violations. In any case, that area was part of the study that I voluntarily submitted to the head of the municipal council months ago, in which I expressed my observations on the draft amendment to the new building law under the title "Patching a worn-out garment." Because of its importance, I will rephrase it and present it to the citizen in a series of articles so that everyone knows what the municipality's work is. Thank you, Engineer/ Alia. Indeed, this area should be reconsidered for its strategic location and connection with the airport. I hope that it will be valued, and its owners given alternative real estate at the same price, and that this area be allocated for services and commercial activities supporting the airport.
